The house will be the primary retirement home for the family and site had no parking spaces prior to the construction. The proposed parking area is perpendicular to road with space for two cars. There is existing space for three more cars in the pull off on the right of way. The proposed parking area has space for a tram.<br />Ellen Berk presented documentation regarding measurements for safe stopping distances. She shared concerns that the location of proposed parking area is below crest of hill and southbound traffic may not see cars backing out. She believes the distance between the top of the hill and the parking area is not long enough for a safe stop given the grade of the hill and the fact that many drivers speed. According to Ellen the average speed of drivers on the Isle is 27 mph based on measurements taken by the police many years ago. Ellen stated the town may have already approved the proposed parking area but the town doesn’t have the authority to say whether the Isle roads and driveways are safe.  <br />Craig responded that perpendicular intersections are safer than parallel. Other homes on the Isle have similar driveways with less visibility.  They have received approvals from town.<br />Vincent Murphy stated that they have family members with disabilities so they have a need for easy access to the house from the road. The proposed plan and tram meet their needs. Vincent apologized for the inconvenience and disruption on the road from all the trucks and work being done over the summer. The project is taking much longer than he expected. <br />Craig stated that according to the materials from Division of Highway Department of Transportation, there is enough distance between the crest of the hill and the proposed driveway to stop safely with the speed limit of 20 mph.<br />Luanne asked why the Murphy’s invested so much in a steep lot. Vincent explained that it started off a simple project to re-side, insulate and change the roofline but it turned into a huge project once they discovered termite damage and had to redo the foundation and move the well and septic.<br />Jami stated that there are already similar driveways with limited line of sight. Our attorney advised we should treat people equally without creating a blatant unsafe situation.<br />Gary Kurz stated his concern that the family will not have enough time to back out of space and go up the hill given the traffic on LDS. <br />Debbie stated that the board received multiple emails regarding the safety of the proposed parking spot and asked about getting a professional opinion regarding the safety. Vincent reported that someone from town said that he had never heard of safety requirements on 20 mph roads. <br />Debbie stated that this shouldn’t be a political decision but come from the advice of an unbiased expert.<br />Ed asked about putting parking at the top of the hill where there is currently space for three cars to pull off.<br />Craig responds that they investigated this and there is a nub directly north of the pull off which would make the driveway completely blind on the north side.  He stated the grade there is too steep for a stairway to the house. The Murphy’s don’t own the pull off property, it belongs to the Isle. <br />Craig drew a diagram of the slope and line of sight from the north end of the pull off area.<br />John Lavagnino reported that he wrote a letter to the board. He stated that the safety on LDS is already compromised and this proposal is no more dangerous than other driveways that already exist.  He stated that backing out onto LDS is dangerous due to speeders and many drivers speed.<br />Jami and Vincent report that there hasn’t been an issue with the other similar driveways. <br />Vincent asked about adding another speed bump at the top of the hill to control speeding.<br />Joe Mirra reported that people have been complaining about his construction cars and trucks parked within a foot of the wall and if the driveway isn’t approved then the homeowners will have to park in the same area that his trucks have been parked.<br />James Leniston asked how to improve safety in this area. Joe proposed signs or speed bump.  <br />Debbie proposed hiring a safety engineer to evaluate the best way to handle this as the board is not qualified to determine the safety of the proposal. Vincent offered to pay for the engineer. The board offered to move quickly.  <br /><br />Mopeds<br /><br />Ed asked about mopeds and golf carts driven on the Isle by unlicensed drivers. He asked about requiring mopeds to be registered with the state so that the owner has to carry insurance is liable.<br /> <br /><br />Kennedy speed bump request<br /><br />Jim stated that there are three options.<br />1.    Add another speed bump<br />2.    Try traffic gates in this spot and the other requested spot on LDN.<br />3.    Ask the town to patrol speeding on LDS and LDN<br />Jim stated his concern regarding more speed bumps hindering emergency vehicles and would like to try the traffic gates instead.  They set up something similar for camp this summer in front of the clubhouse so that only one car could pass at a time and there was space in the middle of the road for an emergency vehicle to pass. Jim will do more research in to speed gates.<br /><br /><br />ROADS<br /><br />Jim asked Ray, the guard, who worked for Department of Transportation about the chipseal job. According to Jim, Ray said he thought the contractor did an excellent job. The contractor also completed blacktop work, patching potholes and fixing a drainage issue by the narrows. <br />The contractor had extra oil and chips leftover so they extended the chipseal on Hemlock for free. <br />Jami asked if the board had any issues with the quality of the chipseal work. She was concerned about a section of LDN. The board didn’t have any issues.<br />Lisa stated that the chipseal has slowed down traffic. <br />Jim stated he will look into filling some of the potholes on LDS.<br />The excess gravel will be swept up after  Labor Day.<br />Jim is lining up contractors for the spring. Istvan will be cleaning the drains. Jim plans to have the sweeping, catch basin cleaning and line painting completed by Mothers Day.<br />Jim asked if the board was interested in using the leftover chips for the parking lot by the basketball court. The board agreed.<br />Jim is seeking bids for brush cutback next spring.<br />Jim inquired about the $1500 limit for requiring multiple bids. Jeff reported that the auditors require it as the board had a spending issue in the past but the board can waive the requirement. Jami stated it serves as a good control for spending.<br /><br />Debbie asked what the procedure is for trees falling into the road. The procedure is to call Jim. <br /><br />Motion to accept Roads report: Lisa<br />Second: Brian<br />In Favor: Brian, Joan, Jim, Lisa, Debbie, Eugene<br /><br /><br />MAINTENANCE<br />New lines and buoys were installed in the swim area. <br />Roots along the beach wall were removed.<br />Pat Callahan is receiving quotes for an irrigation system at the Isle entrance.<br /> <br /><br /><br />SECURITY<br />One guard lost his key and Eugene’s daughter found it. <br /><br />United Alarm had the lowest bid at approximately $8500 for a DVR and camera systems at the clubhouse and guardhouse. There system includes remote access so that the guards or selected people with access can watch footage over the internet. The Isle also uses United for the security alarms in the clubhouse. The savings from switching security companies will cover most of the expense.<br /><br />Motion to spend $8500 on United Alarms proposed system: Jim<br />Second: Lisa<br />In Favor: Brian, Joan, Jim, Lisa, Debbie, Eugene<br /><br /><br />Jim stated that there will be a new bus stop procedure so that no one can pass the bus while the children are getting off.<br /><br />Motion to accept Security report: Jim<br />Second: Brian<br />In Favor: Brian, Joan, Jim, Lisa, Debbie, Eugene<br /><br /><br />JUNIOR RECREATION<br />Lisa reported camp finished and the committee received feedback from the "Parent Evaluation" sheets and feedback from specialists.  The Tennis specialist has a list of recommendations for the board to be shared in the September meeting.<br />Jami reported that a number of moms have been asking about the age cutoff for camp. She asked about an extended 4s program. Lisa said they are exploring this and have some ideas but it will depend on the number of children enrolled in each age group.<br />Lisa asked lifeguard uniforms because sometimes guards weren’t wearing them and it was difficult to tell who was a guard and who was a guest. Jami stated that most guards were issued uniforms but some guards only worked one day so they didn’t receive them.<br />Lisa stated all employed guards need to wear proper swim wear/shirts indicating they are "GUARDS", whether supplied by the Isle or are their own, for proper recognition by the community.<br />Debbie asked about the usage of the camp sailboat trailer as the tax district carries $1million liability insurance for it. Lisa explained it’s used twice a day every day and Debbie agreed it makes sense then to carry the insurance.<br />Debbie asked about the directory and stated that changes she requested like adding area code to numbers were not made.  There were also some errors. Lisa stated that the new “green” process this year created more work for the printer.             <description><![CDATA[Candlewood Isle Tax District<br />Meeting Minutes<br />July 15, 2010<br />Clubhouse<br /><br />Board Members Present: President: Jami Cheneski, Vice President: Debbie Balbus, Maintenance: Patrick Johnson, Roads: Jim Crawford, Security: Eugene Lynch, Junior Recreation: Lisa Elsberry<br /><br />Public Present: Jen Licht, Michelle O’Connor, Bernie Zazula<br /><br />Called to order at 7:32<br /><br />APPROVAL OF JUNE MINUTES<br />Discussion on June 2010 Minutes for approval.  Debbie requested amending the June Minutes to reflect why the board voted to approve the roads expenditures so quickly.  Reasons were that the work at the Clubhouse had to be done before Camp started.  Also, need to include that there are only two stone companies in CT and the people used last time did not do a good job, so Jim Crawford did not want to use them again.  Jim also pointed out that the vote to approve hiring Falcon Engineering was incorrectly recorded as unanimous.  He requested that the June Minutes be amended to reflect that he voted against Falcon.  Jim also requested that the June Minutes be changed to state that the board (not Jim) will notify homeowners responsible for road damage. The June Minutes will be amended accordingly and approved at the August meeting.<br /><br />PUBLIC<br />Bernie Zazula discussed the issue of heavy equipment/construction vehicles causing damage to CI roads.  He is glad the board is addressing this issue, but suggested asking the engineering firm that has been approved to investigate if there is a certain weight limit that can be imposed on the CI roads, or charging a tax/fee for these large vehicles coming onto the Isle.  He said that damage to the roads is not only in front of the property where work is done.  Jami explained why it would be difficult to enforce this and that the Tax District is set up to collect property taxes (not vehicle fees).  Jami also mentioned that lots of vehicles cause wear and tear on the roads (garbage trucks, snowplows, etc.) and that the tax structure basically takes construction into effect because property tax rates go up when properties are improved.  Debbie suggested that the Association may have the authority to set up such rules to be followed by homeowners.  Bernie then mentioned that he was disappointed to read in the June Minutes that the new security company would be providing “concierge” services. He wants security – not “concierge.”  He is concerned about speeding and suggested that police be asked to do patrols and also that guards patrol around the Isle (including Marina) as a deterrent.  Jami explained that the primary focus of CI security is at the entrance, but we can ask new security company about patrols.  Bernie discussed potholes on LDS.  Pat mentioned that he had been to a meeting about speeding several years ago and that the general consensus was people didn’t want to have police doing speed patrols on the Isle.  Bernie suggested engineering firm look at 20 mph speed limit to see if it is appropriate (possibly should be even lower on certain road sections).<br /><br />SECURITY<br />Jami reported that SecurAmerica (the new security company) will be doing hiring (expectation is all but 1 of the current guards will be retained by new company) this weekend and the new service will start on Monday, July 19th.<br /><br /><br />Board discussed recent incident of car passing a school bus at the guardhouse.  The DVD has the event recorded clearly.  Jami asked Eugene to take the DVD to the NF Police. Jim suggested options to changing the school bus stop location and the board liked the suggestion of asking the bus to stop on a diagonal (using both lanes next to the guardhouse) so that it blocks both entering lanes and makes it impossible for another vehicle to pass.  Jim suggested bringing this up with the board of Education, or other proper authorities.  Pat asked if there is a sign indicating that there is surveillance at the guardhouse and suggested that guards tell visitors when camp is in session and that the speed limit is 20 mph.  Pat will look into surveillance sign.<br /><br />Motion to accept Security report: Lisa<br />Second: Pat<br />Vote: Unanimous<br /><br />ROADS<br />Jim reported that he had received two letters.  First was from Bernie Zazula (who had left the meeting before this report was given). Jim will talk with homeowner about Bernie’s complaint regarding parked cars creating a hazard on LDS near the ‘narrows.’  Second letter was from resident at 39 LDN requesting that the yellow stripe be removed from the road in front of the home.  Jim explained that this section of LDN is very narrow and cars need to stay as close to the side of the road as possible in that area.  Michelle said that by August 1st.<br /><br />Jim reported that the Istvan contract for plowing is the same price as last year.  He is working on the sand and salt order and looking into Rolf’s source of sand and salt from last year.<br /><br />Motion to retain Istvan for plowing: Pat<br />Second: Lisa<br />Vote: Unanimous<br /><br />Jim said he is concerned about golf carts and unregistered motor vehicles.  Debbie said that the insurance representative suggested that we adopt an Ordinance not allowing golf carts at all to avoid liability.  Jim prefers Isle registration whereby CITD office would get proof of insurance and driver’s license and issue a sticker to golf cart owner. <br /><br />Jim discussed sand sweeping contract with White Birch, but will skip the drain inspection.  Jim is trying to get different companies to bid on catch basin cleaning.  Jim reported that work began today on the major road work as planned (filling holes, rolling blacktop) and that additional small things will be fixed after the oil and stone process is complete.<br /><br />Jen asked about the top step going down to the beach from the parking lot at the Clubhouse (recent paving had changed level of top step).  Jami explained that it will be fixed by a mason on Saturday, along with some other work the mason will be doing around the beach and Clubhouse area.  Jim wants the company that did the paving to fix it for free, which they said they would do.  Lisa said she would talk with the Camp Committee to cover the $750 for the masonry work.<br /><br />Motion to hire Nestor to fix the step to the parking />Vote: Unanimous<br /><br />JUNIOR RECREATION<br />Lisa reported that the insurance meeting with Ed Quinn and Linda Omasta went well.  The only thing that was changed is that Camp will now do background checks on all employees age 16 & up.  Insurance people suggested going back three years when doing check.  They also said that even background checks on minors will show the presence of a record, even when the record is sealed.<br /><br />Lisa mentioned that the weeds are a problem in the swim lanes.  Jami mentioned that JP just put the weed mats in the area with the diving board.  Lisa mentioned a service that had done good work on managing weeds previously for waterfront homeowners (approx $500 per home) and wants to hire them to take care of swim lanes<br /><br />Motion for Lisa to hire someone to take care of weeds: Jim<br />Second: Pat<br />Vote: Unanimous<br /><br />Lisa relayed a request for the WSI team to play motivational music from the big speakers in the clubhouse.  The music would be child-appropriate and would be heard outside during one hour sometime between the hours of 9:30 am and 2:30 pm during the camp session.<br /><br />Motion to approve the three directors are working well.<br /><br />Jim mentioned that he wants to open up the road differently to allow for emergency vehicles to pass through.  Jim would eventually like to have movable fences to divert traffic safely.<br /><br />Motion to accept Junior Recreation report: Jim<br />Second: Eugene<br />Vote Unanimous<br /><br />MAINTENANCE<br />Pat reported that he has been doing a few necessary jobs and reviewing what needs to be done and making assessments.  He said that the dead trees on Isle property are a big issue.  He also noted Clubhouse wear-and-tear and drainage problems at the salt shed.<br /><br />Jim asked if there are some high school students who may need community service hours and could be recruited to help with some of these jobs.  Lisa said she will ask Aimèe to include an item in the Newsletter to recruit volunteers and would alert the Camp counselors and CITs.  <br /><br />Pat is going forward with Summit A/C contract (for 1 year) and will address issues brought up regarding their service.  Michelle mentioned that Summit will need to provide information required in Vendor Packet (insurance, etc,).  Jen will send packet to Pat.<br /><br />Lisa thanked Pat for putting the lock on the exterior of the A/C unit near the playground. <br /><br />Pat said he is working on the refrigerator lock and will have a more extensive list in the future.  He said he inside CI Post Office, get rid of newspapers that pile up on shelf inside the PO and make sure Adult Recreation event signs are on a bulletin board (not taped to the door of the PO). He will go into the NF PO and discuss issues.  Debbie explained recent history with U S Post Office and mentioned that we need a lease.  Jim said he would ask about the papers inside the PO, the difficulty in picking up large pieces of mail during posted hours, and lease.<br /><br />Jim had some accounting questions regarding turn-over between fiscal years and allocation of funds. Michelle explained year-end and allocation procedures.<br /><br />Jim asked that Annual Meeting Minutes be amended to reflect that the Nominating Committee was not chosen for the subsequent year.  <br /><br />Michelle said that $7,000.00 has been carried over from last fiscal year.  She discussed issues with PayChex system set-up and suggested asking Melissa Ogden from D O Property Services to help with this issue.  Michelle reported that D O Property Services has been working well.<br /><br />Debbie said she will work on insurance renewal for August 1st with Jen.<br /><br />Motion to adjourn meeting: Pat<br />Second: Eugene<br />Vote: Unanimous <br /><br /><br />Meeting adjourned at 9:15 pm<br /><br /><br />Respectfully Submitted,<br />Debbie Balbus, Vice President<br />]]></description>

            <description><![CDATA[Candlewood Isle Tax District<br />Meeting Minutes<br />June 17, 2010 <br />Clubhouse<br /><br />Board Members Present: President: Jami Cheneski, Treasurer: Brian McCrudden, Clerk: Joan O’Connor Archer, Junior Recreation: Lisa Elsberry, Marina: John Glynn, Roads: Jim Crawford (arrived late)<br /><br />Public Present: Pat Soucy from SecureAmeria, Seana Hart, Jen Licht, Michelle O’Connor, Joy Scott<br /><br />Called to Order at 7:32<br /><br />Approval of March 2010 Minutes <br />Motion: Lisa<br />Second: Brian<br />Vote: Unanimous <br /><br /><br />Public Discussion:<br /><br />Pat Soucy from SecureAmerica, a security contracting service, discussed the company and its services. They specialize in gated communities, universities, corporations and focus on concierge service. Costs are very competitive and it is a growing company. They will offer a transfer package to guards that the tax district wishes to retain. Turnover in the industry last year was 200%, SecureAmerica had 22% turnover which is extremely low for the industry. They focus on investing in their employees giving them sick days and benefits that aren’t offered from other security companies.<br /><br />Joy Scott inquired about painting the toddler room before camp begins as there are many tots with asthma this year. The board is currently seeking bids to have it done in the next week or two. Joy also recommended installing mold resistant tile walls in the tot room.<br /><br />Maintenance Report as presented by Jami<br /><br />Pat is working on finding competitive rates for the central air service contract.  <br />Jami spoke with Hoffman Fuel about locking in an oil rate for the Isle. <br /><br />Motion to lock in oil at $2.72 fixed with a minimum purchase of 800 gallons: Lisa<br />Second: Brian<br />Vote: Brian, Lisa, Joan, John<br /><br />Board discussed the capital study to cover all assets: beach, buildings, roads, property, etc.  Board received three bids all close in price. Knolls used Falcon Engineering and found the report to be very helpful.<br /><br />Motion to spend up to $6000 to hire Falcon Engineering to perform a capital study for Candlewood Isle. Brian<br />Second Lisa<br />Vote: Brian, Lisa, Joan, John<br /><br />Downstairs clubhouse bathrooms needed some plumbing fixes after the renovation work and Chad is taking took care of it.<br /><br /><br />Security Report as presented by Jami<br /><br />Board discussed security proposal from SecureAmerica.  The general consensus was SecureAmerica would save the tax district roughly $10k each year.  <br /><br /><br />Junior Recreation Report as presented by Lisa<br /><br />Lisa did a walkthrough of the clubhouse property with Quality Maintenance. Junior Recreation paid for them to cut back all the overgrowth around courts, sanitize the playground sand, add more sand to the playground, kill weeds on seawalls, among a lot of other work.  <br />Communication chain last year between Junior Rec, Adult Rec, and waterfront worked well and hopes it continues this year.<br />Camp counselors will get tags for their cars to pass the guardhouse. They will still go in the non-Isle lane but the tags should help prevent a backup of cars at the entrance in the morning.<br />Camp is satisfying the training mandates for sexual abuse and molestation policy, and counselors will have to sign off on their training.<br />This year camp hired more directors and supervisors. They also hired college-aged counselors for the older kids. <br />Camp is requesting this year that anyone with any business with the camp and employees, direct their business before or after camp hours (8-3) to avoid distracting the counselors and directors. <br />Camp plans to continue policing the property before and after camp to make sure the area is cleaned up. This started last year and worked out well for the community and camp.<br />Lisa requests that junior@candlewodisle.com be cc’ed on any communications related to camp.<br />Camp’s payroll is up this year so they will be strict on financials. Ann White has to approve any extra spending.<br />The sailing program boats will be tested tomorrow.<br />Lisa states this will be the best year for the camp. The committee worked very hard this year and did a great job.<br /><br />Motion to Accept Junior Rec: Joan<br />Second Brian<br />Vote: Brian, Lisa, Joan, John<br /><br />Marina report as presented by John Glynn<br /><br />Slip waitlist has grown 40 deep. Eight-nine slips should free up this year. People had trouble getting the marina forms online so were given a grace period but now everyone is paid up and assigned.<br />A few moorings opened up this year, there are four free now.<br />John keeps a special request list for people asking for changes in slips and other requests that will be posted online with updated waitlist and assignments.<br />The committee built a new canoe rack and the racks are all filled already. They are looking to build another rack as they could fill it already. The board discussed concern that the rack area isn’t maintained and people don't use their kayaks or canoes.<br /><br />Motion to build another rack: Joan<br />Second: Brian<br />Vote: Brian, Lisa, Joan, John<br /><br />The Marina needs to build more slips to reduce the waitlist. This year the  list will be 30 deep. There are two possible locations to put in new slips. The salt shed area has a number of issues and has been eliminated. There are seven Isle lots on Lake Drive South where they are looking into building more slips.  Also discussed the waterfront around the tennis court where the marina has placed docks.<br /><br />Motion to accept: Brian<br />Second: Jim<br />Vote: Brian, Lisa, Joan, John, Jim<br /><br />Treasurer’s Report as presented by Brian<br /><br />Tax bills were sent out.<br /><br />Motion to remove Michelle and add Jen to bank check signing: Joan<br />Second: Brian<br />Vote: Brian, Lisa, Joan, John, Jim<br /><br /><br />Jen and Michelle are currently working on setting up Paychex to have it ready for first camp payroll.<br />Board discussed billing and contracting procedure with new board members. Jim plans requests that the boardto notify the owners that they are liable for any road damage caused by the trucks at their house.<br />Jim plans to notify relevant homeowners that they are not allowed to park on right of ways.<br />Jim recommends that the board create an Isle golf cart registration to verify that owners have insurance and the drivers are not underage.<br />Board discussed proposals for patching and paving roads.. Board discussed chipseal versus asphalt.  Jami shared some research that shows that chip seal (oil and stone) isn’t ideal for our roads and suggested we wait until we complete the capital reserve study which will include recommendations regarding the road maintenance and prioritization. The proposals to address the road issues uses chipseal and would need to be done by mid July while the roads are hot. Chipseal is less costlycheaper than asphalt but messy for cars and pedestrians while it is setting and not as durable as poured asphalt. The clubhouse parking lot work needs to be completed before camp starts.             <title>No contractors on the Isle before 8 a.m. on weekends</title>

            <description><![CDATA[At the CITD annual meeting there was a recommendation not to allow <br />contractors/landscapers on the Isle before <span style="border-bottom: 2px dotted #366388; cursor: pointer" class="yshortcuts">8 a.m</span>. on the weekends (Saturday/Sunday).  There was unanimous support for this by all in attendance.  Therefore effective <span style="border-bottom: 2px dotted #366388; cursor: pointer" class="yshortcuts">June 12</span>, Security will not allow contractors on the Isle before 8 a.m.  Please communicate this new policy to anyone you do business with who may be affected.  Also as a reminder, if you are doing construction or having friends over, please remember the Candlewood Isle roads are narrow and have rolling hills which create <span class="yshortcuts">blind spots</span> and this time of year traffic increases and parking on the roads can create hazards to traffic (cars and pedestrians). Call Dee at 746-3028 if you would like to attend for the first time; she will see that you have a ball to use. <br /><br /><br />Updates from the Board <br /><br />Extra copies of the 2009 Directory are available at the Guardhouse.<br /><br />PARKING REMINDER:  CANDLEWOOD ISLE ORDINANCE #3 SECTION 2 <br /> No vehicle shall be parked overnight on any roads maintained by the Tax District of Candlewood Isle so as to impede the removal of snow between the date of <span style="border-bottom: 2px dotted #366388; cursor: pointer" class="yshortcuts">October 15</span> and the following April 15 in each of two successive calendar years. <br />Board Meetings:  The next regular Candlewood Isle Tax District board meeting will be Thursday, March 18, at 7:30 p.m. at the Clubhouse. Taxes must be current to use any Isle amenities or participate in any Isle events.    <br />    <span class="yshortcuts">Coldwell Banker Lake Properties</span> now staffs the Candlewood Isle Real Estate Office with four realtors: Jefferson Guthrie, <span class="yshortcuts">Bob Warner</span>, Mary Ellen Lupo, and Sandy Guthrie.  As always, if you are thinking of buying, selling or renting a home, please call the <span style="border-bottom: 2px dotted #366388; cursor: pointer" class="yshortcuts">Coldwell Banker</span> Lake Properties Office (<span style="border-bottom: 2px dotted #366388; cursor: pointer" class="yshortcuts">203-312-9991</span>).  The <span class="yshortcuts">Coldwell Banker Office</span> gives a percentage of the sales to the tax district as part of the lease agreement.  Every home that is sold or rented through this office directly benefits the entire community, helping to keep taxes down.<br />    PLEASE NOTE THERE IS A STATE ORDINANCE ON BARKING DOGS (22-363). When the staff found him the next morning, they<br />decided to adopt him. Fitness<br />instructor Dee Poquette incorporates muscle-toning moves with weights of various<br />sizes in her classes, which also include the Physioball for resistance,<br />abdominals and back.  All classes are co-ed and also incorporate some yoga and<br />Pilates mat moves. NEWCOMERS WELCOME! Call Dee at 746-3028 if you would like to<br />attend for the first time; she will see that you have a ball to use.<br /><br />Easter Egg Hunt<br />Kirsten Clark writes: “Hop on by to the annual Candlewood Isle Egg Hunt! <br />Saturday April 3, at 10:30 a.m.  Bring the whole family for egg hunting, brunch<br />and fun with friends and the big white bunny.  Please bring your own baskets. <br />We will also have the crazy bonnet and basket-decorating contest, so bring your<br />zany decorated items to put on display for judging and ribbons.  Suggested<br />donation for the party: $5 adults, $8 children.  Please sign up if you can at<br />the post office so we can get a good head count.  As always, volunteers are<br />desperately needed.  We hope to see you there after this nice long winter!<br />Cheers and call us anytime “ -- Kirsten, Fred, and Fisher Clark 203.746.9554.<br /><br />Summer Camp News from 2010 Summer Youth Program/Camp Committee<br />Now that the ice has melted from the lake and spring is officially here, the CI<br />summer camp is right around the corner! Camp dates are Monday, June 8-Friday,<br />August 13.  Orientations Day will be Sunday June 27 at 1 p.m.at the CI<br />clubhouse.  Look for your camp letter in the mail the first week of April.  New<br />this year, details are included in the camp letter for CI residents to download<br />all camp and directory advertising forms.  Password and Username information for<br />the CI web site is included.  Remember, current health records are mandatory for<br />camp 2010 so make those doctor appointments today!<br /><br />The 2010 Camp committee is excited to introduce two new directors to the CI<br />Summer Camp program.<br />Director of ages 11-14: Shanley Fitzgerald, Bachelor of Science degree in<br />education, Central Connecticut State University.  New Fairfield High School<br />Physical Education, Health and Wellness teacher September 2008-present;<br />extensive coaching background, experience in a team teaching environment;  solid<br />technology background MS Office, Internet; experience working with special needs<br />students and with at-risk students.<br /><br />D<br />irector of Tennis: Dick Blake, New Fairfield High School English teacher,<br />boys/girls basketball coach, boys/girls tennis coach, director/English teacher,<br />Alternative Learning Center, CAPT remediation coordinator, tennis director of<br />the Town of Glastonbury 1993-2009. Details for adult tennis instruction by Dick<br />Blake will be available, soon.  As always, we hope you will call on Dick for<br />your tennis needs here on the Isle because he brings his many years of capable<br />tennis instruction to our campers at less than competitive rates. <br /><br />We are extremely happy to have longtime Isle resident Joy Scott returning as our<br />capable director of ages 3 and 4, the "Tots."  New this camp season, mandatory<br />age 3 by JUNE 1, 2010, birth certificate required, completely "potty trained." <br />The 5- to 10-year-olds are very fortunate to have Seana J. Hart returning as<br />director.  As many of us already know, not only does Seana bring her experience<br />as a teacher to this position, but she has unparalleled perspective as a<br />lifelong Isle resident, former camper, counselor and now as a parent of a<br />current camper. Requested by the community, this new camp management structure<br />informs parents about each director responsible for their child.  With a more<br />mature staff, we hope to empower each director to best serve our camp, campers<br />and community needs.<br /><br />In the works: a diverse activity program based on 2009 community poll to the<br />"senior" 11-14 age group  while maintaining our core camp activities of tennis,<br />swimming and sailing for all campers who are eligible. A big thank-you to all<br />who advertise in our Isle Directory and who place incredible "personal" ads. <br />Every penny made by advertising in the Isle Directory goes to support our summer<br />youth program.  Thanks for supporting another year of  lifelong memories for our<br />lucky campers<br />here on Candlewood Isle! Remember for information and details about camp and<br />volunteering, send inquiries to  junior@candlewoodisle.com.<br /><br /><br />Updates from the Board<br /><br />PARKING REMINDER:  CANDLEWOOD ISLE ORDINANCE #3 SECTION 2<br />No vehicle shall be parked overnight on any roads maintained by the Tax<br />District of Candlewood Isle so as to impede the removal of snow between the date<br />of October 15 and the following April 15 in each of two successive calendar<br />years.<br />Board Meetings:  The next regular Candlewood Isle Tax District board meeting<br />will be Thursday, April 15, at 7:30 p.m. at the Clubhouse. If you would like to<br />submit items for the agenda, please do so at least one week prior to the<br />meeting.  Submissions may be made by email to: clerk@candlewoodisle.com.<br />2009-2010 CITD Board meetings are on the third Thursday of each month at 7:30 pm<br />in the Clubhouse,. Here is a little about him:<br /><br />“My grandparents, Chester S. and Amanda Bucher, were charter homeowners on the<br />Isle, building a house on Deer Run just off Sunset Trail right after the lake<br />was created.  Their primary residence was in Scarsdale, NY, but they spent every<br />summer (and many a weekend) there until 1953, when my parents bought their house<br />and converted it to year- round living.  My family and I lived on the Isle<br />year-round from 1953 until 1956, and my sister and I attended New Fairfield<br />public school, where I graduated from the eighth grade in 1955.  We spent a<br />portion of every summer on the Isle at my grandparents' house from the middle<br />1940’s on.  My aunts and uncles also had residences on the Isle during those<br />years.<br /><br />I currently live in the Los Angeles area, but I have many fond memories of my<br />time on the Isle, as it was and is one of the most beautiful and livable places<br />on the planet.  It was not only very special in the summer, but also in the<br />winter, when the lake froze over and became a haven for winter recreation.<br />News from the Candlewood Lake Authority<br />Candlewood Lake Cleanup Returns<br />The John Marsicano Memorial Candlewood Lake Cleanup will be Saturday, May 22,<br />with a rain date of May 23. Cleanup in the morning and a cookout around noon<br />time at the New Fairfield Town Park. All participants must reg¬ister. Online<br />registration will be available in April on the CLA’s website.<br />All boat captains will receive a free 30-day membership to Sea Tow!<br />Proposed boat size restrictions for Candlewood<br />A boat size bill (HB-5421) for Candlewood Lake has now been voted out of the<br />state legislature’s Environment Committee. We<br />expect to fill at least one huge 30 yard dumpster - if not more. Join your<br />fellow Lake friends, pitch in for a good cause and have fun in the process.<br />• June 24 - Project CLEAR Field Research Week Begins. After the last day of<br />school, 125 area high school students will spend a week on Candlewood Lake,<br />performing research and concluding their Project CLEAR studies. To help<br />transport research groups on the water - call the CLA at 860-354-6928.<br />• June 26 Independence Day fireworks celebration on Candlewood Lake, courtesy of<br />the City of Danbury and the Danbury Volunteer Firemen. The fireworks are set off<br />from City Island in the Danbury Bay on Candlewood Lake. Each year thousands of<br />boats and spectators view the spectacular display from the water as well as from<br />Danbury Town Park and surrounding areas.
